Only foreigners need to pay, but like, real foreigners
Yichang People’s Government announced new regulations for their ticket policy at the famed Three Gorges Dam on September 24, 2014. The new pricing system is as follows:
Chinese citizens - FREE
Hong Kong, Macau, Taiwan citizens - FREE
Overseas Chinese - FREE
Chinese who emigrated away - FREE
Chinese whose parents emigrated away - FREE
Foreigners - 109 RMB

While Western nations tend to focus largely on the passport and nationality that one holds, Asian countries, especially China, pay a lot more attention to ethnicity. Thus the feeling that overseas Chinese who are not Chinese citizens are ‘not quite’ foreigners.
Unfortunately a policy like this takes removes the opportunity to argue that Chinese get in for free since ‘they paid the taxes to pay for it’, since many kinds of foreign passport holders can get in for free too.
What was not clear was exactly how the authorities intend to discern which foreigners have Chinese blood and which don’t.
